What it is intended to be

The Government Adoption Playbook is planned as practical guidance for government bodies that want to adopt ALiF or build on it. The Standard Roadmap describes it as mapping ALiF adoption onto government decision-making in the Gulf region:

It is to be developed in consultation with government stakeholders.

How it relates to the Government Mandate Design Guide

The Government Mandate Design Guide already exists. It answers a narrower question: once a government has decided to require AI literacy across a sector, how should the mandate be written so that it builds capability rather than producing checkbox compliance? It covers defining the framework version and levels by role, funding, verification and phased timelines.

The Playbook is meant to cover the steps around that: how a government reaches the decision to adopt, which approvals and budget lines are involved, and how adoption connects with continuing education and accreditation systems. The two documents are designed to be used together. The Framework Concordance Tables will support the accreditation part.

ALiF 2.0 context

Planning for ALiF 2.0 pairs individual competency levels with institutional obligations that a regulator can check, such as the Learning Conditions Statement, and applies the proposed rule that self-assessment results, participation records beyond completion and AI-use data are not used in decisions about individuals. Government guidance built on ALiF 2.0 is expected to reflect both.
