What it is
The Adoption Charter records an organization’s decision to adopt ALiF. It is short: a dated commitment with named owners and defined parameters that can be cited in governance reports, compliance submissions to government and audits. The template is part of the Institutional Adoption Guide.
The charter is produced at the end of the first phase of the Implementation Pathway Model (readiness and commitment), approved by the senior leader responsible for strategic oversight, and reviewed every year by the governance body.

| AI literacy coordinator | Name, title and share of time allocated |
| Main AI literacy program | The program the organization will mainly use |

Additions in version 2.0
Version 2.0 of the Adoption Guide, planned with ALiF 2.0, will add two elements:
- Learning Conditions Statement. A clause committing the organization to publish and maintain a Learning Conditions Statement for the people in scope: learning tasks affected by AI, practice and supervision, learning time, voice, and the commitments behind any decisions that use ALiF levels.
- Decision rights on the use of results. Named owners for how assessment results may and may not be used. Under the proposed ALiF 2.0 rule, self-assessment results, participation records beyond completion and AI-use data are not used in decisions about individuals such as hiring, progression, pay, discipline, privileges or placement.
What the charter is not
- Not a conformance declaration. Conformance is claimed after the program has delivered; the charter records the commitment to deliver.
- Not a policy. The organization’s AI literacy policy sets the obligations; the charter records the operating parameters.
- Not a one-time document. It is updated each year for changes in scope, coordinator, classification or target dates.
